			<content:encoded><![CDATA[<p>In a <a href="http://blog.redfin.com/orangecounty/2008/10/the_evolving_ibcdiamond_jamboree_center_comes_to_irvines_live-work-play_district.html">recent post</a>, I wrote about the opening of the <a href="http://www.diamond-jamboree.com/ibc.htm">Diamond Jamboree Shopping and Dining Center</a> in the <a href="http://orangecounty.redfin.com/blog/2007/09/welcome_to_urban_living_in_the_ibc.html">Irvine Business Complex (IBC)</a>, Irvine’s evolving, mixed-use neighborhood. For both Irvine residents and those beyond that want to take advantage of the diverse shopping and dining available at the Diamond Jamboree Center, 745 parking spaces are available on the street and in a parking structure. However, a shuttle, which is <a href="http://www.irvineshuttle.net/fares" rel="nofollow">currently free</a>, is another option.</p>
<p>The <a href="http://www.irvineshuttle.net/route_info" rel="nofollow">iShuttle</a> is available from 5:30 am to 7 pm on weekdays. Two of the three  <a href="http://www.irvineshuttle.net/retailers" rel="nofollow">iShuttle</a> routes originate at the <a href="http://www.metrolinktrains.com/stations/detail.php?id=130" rel="nofollow">Tustin train station</a> and make <a href="http://www.irvineshuttle.net/destination_locator" rel="nofollow">stops at various IBC locations</a>. This includes a Route A stop at the John Wayne Airport. The third route (Route C) makes a loop around the core of the IBC during midday. Other options include <a href="http://www.octa.net/schedules_maps.aspx" rel="nofollow">OCTA bus routes</a> 53, 76 and 86.</p>

But, for a variety of reasons, the banks have been able to avoid declaring a lot of construction loans delinquent, presenting an ongoing frustration for the opportunity funds.”</em>—<a href="http://www.realestateconsulting.com/home.aspx" rel="nofollow">John Burns Real Estate Consulting</a></p>
<p>In a <a href="http://orangecounty.redfin.com/blog/2008/10/is_it_a_700b_bailout_or_a_700b_rescue.html">recent post</a>, I wrote that I am not going to claim that I fully understand the pros and cons of the $700 Rescue/Bailout Plan. Likewise, I am also not going to claim that I fully understand the workings of the building industry. But I find this John Burn’s statement disturbing. A statement like this is an example of why so many are outraged by the bailout or, if you prefer, rescue plan. The big guys can just declare bankruptcy and then jump back on the money wheel without much trouble. The lowly homeowner takes more of a hit. However, since the lowly and not-so-lowly homeowners are not necessarily blameless in this situation, even that is an over simplification. Greed was present at all levels. Although individual exceptions may exist, all groups that participated in this financial Ponzi scheme carry some of the blame.</p>
<p><em>Note: Warren Buffet, as shown by an appearance on <a href="http://www.charlierose.com/guests/warren-buffett" rel="nofollow">Charlie Rose</a>, is on the pro side of what some would call the $700 Billion &#8220;Rescue&#8221; Plan. Economist Chris Thornberg  of <a href="http://www.beaconeconomics.com/people/c_thornberg.html" rel="nofollow">Beacon Economics</a> and a frequent guest on <a href="http://find.publicradio.org/search?q=Chris+Thornberg&amp;x=16&amp;y=9&amp;filter=p&amp;numgm=5&amp;output=xml_no_dtd&amp;sort=date%3AD%3AL%3Ad1&amp;client=scpr&amp;proxystylesheet=scpr&amp;site=scpr" rel="nofollow">AirTalk</a> is on the con side of what some would call the $700 Billion &#8220;Bailout&#8221; Plan.</em></p>

Diamond Jamboree center is Asian-themed but has diverse appeal. <p>I am not about to claim that I understand the eventual fallout of the $700 billion Bailout/Rescue Plan that just passed in the House and, earlier in the week, in the Senate (take your choice on whether you think bailout or rescue is more accurate). As others have said, I have mixed feeling about the bailout/rescue plan. My gut reaction is let the banks take the loss. But I know that the world, including the economic world, is more interconnected than that, and a bad outcome for some financial institutions will not necessarily be confined to those institutions.</p>
<p>Unfortunately, without the bailout/rescue plan, a loss of jobs is a possibility. For example, small as well as large businesses are having <a href="http://customwire.ap.org/dynamic/stories/C/CREDIT_MARKETS?SITE=DCUSN&amp;SECTION=HOME&amp;TEMPLATE=DEFAULT&amp;CTIME=2008-10-02-17-51-49">trouble borrowing</a> the short-term loans that businesses have commonly used, at least up to now, to pay immediate expenses such as payrolls. (Business income can be meager at certain times and boom the next week. Companies use these short-term loans to pay immediate expenses.)</p>
<p>Even the state of California is having trouble borrowing the money needed to stay afloat. As Bill Lockyer, <a href="http://www.treasurer.ca.gov/inside/functions.asp">State Treasurer</a>, stated earlier this week, the <a href="http://www.treasurer.ca.gov/news/releases/2008/20081001.pdf">state is in jeopardy of running out of money</a> by the end of the month. California usually borrows money at this time of year to cover the state budget then pays this short-term loan back in the spring when taxes are collected. But guess what? This time the banks are not willing to lend.</p>
<p>How all this works out we will have to see. But even with the $700 billion cash infusion into the financial institutions there is no guarantee that the banks will use this money to make new loans. They might decide that they need to keep it in reserves instead of use it to make loans in the current risky market.</p>

And, according to DQNews, the August median sales price in Irvine was $591,000, down 16.64% from the August 2007 price of $709,000.</p>
<p><strong>And, finally,  Refin’s median numbers for all Irvine homes </strong>sold in last 90 days are $570K and $376  per square foot. The number of Irvine homes (condo and detached) currently on the market is currently 908.</p>

<p><strong>Following are the 2008 detached home statistics for Costa Mesa. </strong><br />
Whereas <a href="http://blog.redfin.com/orangecounty/2008/09/the_costa_mesa_market_report_condo_housing_stats_september_2008_.html">yesterday&#8217;s look</a> at the September numbers for Costa Mesa condos told us that housing prices in Costa Mesa are still declining, the detached Costa Mesa stats are telling a different story. According to the following numbers, the prices for detached homes in Costa Mesa leveled off this month. This could mean that sellers of detached Costa Mesa homes are now able to sell their homes at a sustained pricing level; however, other scenarios are possible. So, as always, I&#8217;ll report back next month with updated Costa Mesa housing numbers. We&#8217;ll see then if it is possible to determine which scenario is developing for the detached housing market in Costa Mesa.</p>
